How it works: Each region shows the next 3 available nurses in line ("on deck"). When someone takes a coverage assignment, tap Assign coverage โ€” that nurse rotates to the bottom of the list and the tally updates. Nurses marked on PTO/sick are skipped automatically.

Backup & Fairness Rules

These operational rules are built into the tool. Availability always overrides rotation order.

  1. Geographic priority โ€” West covers West, East covers East whenever possible.
  2. Ranked backups โ€” the top 3 available nurses per region are shown "on deck" so they know in advance.
  3. Rotate to bottom โ€” after a nurse covers, they move to the end of their region's list.
  4. Availability overrides โ€” approved PTO, sick, FMLA, or conflicts remove a nurse from the list temporarily; rotation order is otherwise preserved.
  5. Cross-regional escalation โ€” only if a region's list is fully exhausted does the other region's pool appear as backup.
  6. Transparency โ€” every coverage event is logged with a running fairness tally.

"Rotation order reflects anticipated priority for coverage requests but does not guarantee assignment. Daily operational realities, PTO, approved absences, clinic competencies, workload, and patient-care needs may necessitate adjustments."
